Housing Counseling - Baltimore CityIn order to take part in almost any Maryland State or Baltimore City housing incentive program, you must obtain a pre-purchase homeownership counseling certificate. This typically consists of a group education class and one or more one-on-one sessions with a counselor. Contact the agencies below to enroll in an upcoming program. All of the below housing counseling agencies are approved to provide counseling certificates for Baltimore City homeownership incentives. Agencies listed with an * are also approved to provide counseling for Maryland Department of Housing and Community Development’s Community Development Administration (CDA) mortgage programs and incentives like the Downpayment and Settlement Expense Loan Program (DSELP) and Maryland Mortgage Program (MMP).
