Homeownership Counseling in Baltimore CityIn order to take part in almost any Maryland State or Baltimore City housing incentive program, you must obtain a Homeownership Counseling Certificate. This typically consists of one group counseling session and one individual sessions with a certified counselor. Contact the agencies below to enroll in an upcoming program.

Agencies listed with an * are also approved to provide counseling for Maryland Department of Housing and Community Development’s Community Development Administration (CDA) mortgage programs and incentives like the Downpayment and Settlement Expense Loan Program (DSELP) and Maryland Mortgage Program (MMP).
