PLEASE NOTE: Beginning July 1, 2005, a housing counseling certificate from a city-approved agency is a requirement for participation in all homeownership incentive programs sponsored by Baltimore City. Housing counseling must be provided, and housing counseling certificates must be dated prior to contract of sale date for home purchases. Refinancing within five years may require repayment of forgivable loans provided through Baltimore City homeownership programs.
